A page name starting with "Category:" indicates that the page is a category; and all categories except the top one should have at least one parent category and thus become subcategories of such a parent category. An article has an ordinary-looking page name without any "namespace" prefix such as "Category:", "Help:", "User:", ...

If we can say next to nothing about a town, its page may as well be a category; but most towns will have several paragraphs of text and external links etc, which should then be an article (possibly in a category of the same name) so that readers don't have to scroll too far to see subcategories (such as Category:Cemeteries in Xtown and articles (such as History of Xtown) contained in the category.

Thanks, Robin. I think the light is dawning. But I think more guidance is needed for newbies like me about when to use categories. See my comments over in Help:Category (talk area).
