Foreest was alderman of Hoorn, town council and mayor of Alkmaar and member of the Committed Councils in Holland in the Northern Quarter. He was also top country and "Dijkgraaf" of Wieringerwaard and heading the country Beemster, Schermer, Zijpe and Haze Polder.
He was born as the son of Cornelis van Foreest (1704-1761) and Maria Eva van Akerlaken. he got all the rights as lord of Schoorl en Camp, and also the rights of Nijenburg in Heiloo. In 1751 he graduated in laws in the university in Leiden. On juli 22 1755 he married in Alkmaar with Maria Wilhelmina Stoesak (1733-1782), daughter of Zacheus Stoesak and Louisa Jacoba Helvetius. They got seven children: three daugthers and four sons. The sons Cornelis van Foreest (1756-1825) and Zacheus van Foreest (1757-1824) would become regents in Amsterdam. Other children are: Maria Eva van Foreest (1760-1818), Louisa Jacoba van Foreest (1765-1824), Deborah van Foreest (1768-1828).
