Raymond was born about 1919 in Florida. He was probably the son of Estys F. Miller (listed elsewhere as O.F. Miller), since Estys is known to have retired to Florida after working as a funeral director in Deleware, Ohio.

Prior to the 1930 census, Raymond moved to Mount Vernon, Knox County, Ohio to live with his uncle Everett B. Miller (1887-aft1930)
