William Hagger was born in late 1824 in Norton, Hertfordshire. He was christened on 2 January 1825. William's parents were William Haggar (1793-1860) and Elizabeth Chalkley (1788-1852). When William was 2, his grandfather John Wilsher, the parish clerk of Norton died, leaving the position to his son, William's father. William's siblings were Judy, George, Frederick, Charlotte, Alfred and Mary Anne.
On 19 July 1845 in Norton William married Sarah Wilsher (1824-1907), the daughter of John Wilsher (c1791-1869) and Sarah Street (1796-1862). The couple were married for over 56 years and spent their entire lives in Norton.
Like his father William and grandather John, William served as parish clerk of Norton, Herftordshire. He took over from his father, who died in 1860. He served for over thirty years.
William retired as parish clerk in the 1890's, and the couple lived in a four room house in Norton. William died there on 3 May 1902 aged 77, and Sarah died on 15 December 1907 aged 83.
